New Cover Sheet Agent services starting October 1, 2008. Please refer to the section below and this FAQ for more information. Under the direction and guidance of the Virginia Land Records Management Task Force and the Virginia Supreme Court, ILS developed the software that creates the official Land Records Cover Sheet for Virginia. This software, known as the Cover Sheet Agent, is available on the Web and for the computer desktop. Section 17.1-227.1 of the Code of Virginia permits Circuit Court Clerks to require a coversheet for deeds and other instruments to help improve indexing accuracy, recording efficiency, and timely public access. The coversheet is designed so that indexing information entered on the coversheet form is translated into a 2-D barcode. The coversheet and its 2-D barcode are then attached as the first page of a document to be recorded and the indexing information is automatically read when scanned into the system. There is no fee associated with recording the coversheet. There is, however, a page charge for the coversheet when making copies of a recorded document, because recordation makes the coversheet an official part of the document. ILS has developed three versions of its Cover Sheet Agent (CSA) software for producing the official land records cover sheet to be submitted with land documents being recorded at Circuit Court Clerk's Offices in the Commonwealth of Virginia.
Web Edition
Web based version that will run from most web browser software. Cover Sheet Agent Online is a Java web application that will run from most Internet web browsers. Subscriptions are available starting at $9.95 per month. This application stores an unlimited number of Cover Sheets generated by the subscriber in a secure, personal database for future recall and reference, as well as default information defined by the subscriber and a clone Cover Sheet function to speed data entry. Effective October 1, 2008: The Web Edition will be enhanced to allow 10 Cover Sheets printed at no charge. A paid subscription is only required after using all of your 10 free printed Cover Sheets. Desktop Edition
The desktop edition of the ILS Cover Sheet Agent will run under Microsoft Windows 98 (sp2), NT, 2000 and XP, and Vista, and requires no additional software. Disk space required for installation is 8 megabytes. Multiple parcels, grantors and grantees are no problem. Additional forms are automatically generated for you! The desktop edition is designed for users who would like to create Virginia land record cover sheets offline by using a Windows-based application. The desktop edition will run for four hours at no charge. After four hours the software will time out and a license needs to be purchased for a one time payment of $49.95. Licensed copies of the desktop edition will store all cover sheets that the user creates over time for later recall, editing and printing. Technical support is limited to email only.
Effective October 1, 2008: The Desktop Edition will no longer be available for download or purchase. Technical support will be available to Desktop Edition users through October 31, 2008. Starting November 1, 2008, the Desktop Edition will reach End of Life and technical support will no longer be provided. If you use the Desktop Edition beyond November 1, 2008, the software will still generate and print compliant Cover Sheets. As of October 1, 2008, the Web Edition will allow 10 Cover Sheets printed at no charge. The Cover Sheet Agent Integration Kit is designed to work in conjunction with the software used by organizations that generate large numbers of land record documents. The Integration Kit is a desktop application that imports the required indexing data in a standardized format and allows selection and printing of cover sheets automatically generated from a document file. Use of the Cover Sheet Agent Integration Kit generally requires custom integration by the technical staff of your organization and implementation support by ILS to make this possible. This Virginia Cover Sheet Agent solution allows frequent land record filers to generate cover sheets that exactly match the land record document and save time by not requiring index information to be typed in separately.
Please Note: The document preparation system used by your organization to generate Land Record documents must be able to export a data file in the required format as detailed in the ILS Cover Sheet Agent Integration Kit Reference Manual. We highly recommend that the technical staff of your organization download and review the ILS Cover Sheet Agent Integration Kit Reference Manual to determine if the Cover Sheet Agent Integration Kit is a viable solution for your organization.
