DAR ES SALAAM, TANZANIA -- International Land Systems (ILS), Inc. in partnership with the Swedish state-owned company, Swedesurvey AB, has entered into a World Bank sponsored contract with the United Republic of Tanzania's Ministry of Lands, Housing and Human Settlements Development to re-engineer the current land registration processes.
Led by ILS project manager Richard Shepard, the project seeks to identify areas for modernization of procedures so as to create sustainable conditions for enterprise creation and growth in the country. Planned work to be done by the team includes reviewing of the current registration processes and providing recommendations as to the most appropriate computerized land registration system design for the Ministry. The existing registration laws, particularly the 1995 Tanzania National Land Policy (and later land laws passed in 2001 as a result of the Land Policy) which defined land tenure and enabled the proper management and allocation of land, will also be studied by the team and recommendations will be made regarding how to reduce legislative constraints to the much needed modernization of the current system. The project's team leader, Richard Shepard, has already observed that one of the highest priorities of the Government of Tanzania regarding activities identified in the current land laws was that the land registration system, which was recognized to need re-engineering in order to fulfill the promise of the Land Policy. Shepard and the team understand that such re-engineering is of critical importance because close to 90% of Tanzanians cannot be located through the registration system. "This denies them the access to collateral based credit that would release the frozen capital represented by their holdings," Shepard remarks. "The broad objective of this re-engineering is to identify the bottlenecks and to propose solutions to streamline the system to produce a coherent system for the collection, storage and retrieval of information."
